Since 1958, Kennedy & Graven, Chartered has provided continuous representation to cities in Minnesota. Our lawyers currently serve cities throughout Minnesota as general counsel, and provide special counsel and litigation services. We represent cites among all four classes including both statutory and home rule charter cities.

General Counsel refers to the appointed or primary city attorney for a city's civil legal work. The General Counsel may or may not also provide criminal or prosecution service.

Special Counsel refers to legal work performed for a city when that city may have another attorney or firm designated as general counsel. In 2006, K and G acted as special counsel for over 60 cities in addition to the above named cities. Special counsel often includes work in public finance, municipal bonds, condemnation, economic development and redevelopment, and litigation.

Authorities are special agencies or corporations created by a city to perform a specific statutorily authorized task. These authorities are often involved in economic development and redevelopment. Common authorities include Housing and Redevelopment Authorities (HRAs) and Economic Development Authorities (EDAs). In 2006, K and G acted as counsel for 27 different authorities.
