Municipal Bonds

Municipal Bonds • Cities, Townships & Schools

Kennedy & Graven, Chartered is nationally recognized for its ability to advise on all types of municipal financing through government-issued bonds. Our public finance lawyers have served as bond counsel or underwriter’s counsel in thousands of transactions involving billions of dollars.

Our Minneapolis-based firm has represented over 250 municipalities, school districts, and other units of local government in Minnesota alone. From large cities to the smallest townships, we facilitate financing for a broad range of clients throughout the Twin Cities and Greater Minnesota, and in Wisconsin, North Dakota, South Dakota, Montana, and other states.

Representative Public Finance Projects

We handle the full spectrum of government-issued bonds (tax-exempt and taxable) for operating expenses, funding construction and development, or other special purposes:

  • General obligation bonds
  • Revenue bonds
  • Tax increment bonds
  • School district tax anticipation bonds
  • School building bonds
  • Industrial development
  • Hospital and utility revenue bonds
  • Airport facility bonds
  • State and federal grant and loan programs
  • Lease purchase financing
  • Housing revenue bonds

Our public finance attorneys handle bond transactions of any scale. We served as bond counsel and/or underwriter’s counsel in such projects as acquisition of the Target Center by the City of Minneapolis, financing of the Xcel Energy Center by the City of St. Paul, and public improvements at the Mall of America by the Port Authority of the City of Bloomington.

Bond Counsel Services

We offer comprehensive legal services in the approval of bonds and other obligations issued by local government units. We serve as bond counsel to cities, townships, school districts, counties, development authorities, and other entities with public bonding authority. Our services include:

  • Preparation of documents
  • Liaison with city staff
  • Coordination of issuer’s activities
  • Liaison with financial consultants
  • Issuance of approving legal opinion
  • Consulting on levy referendums / bonding authorization

Our attorneys can also serve as underwriter’s counsel or issuer’s counsel, performing due diligence regarding disclosures, compliance, and bonding authority, and assisting in structuring the bond issue.

Recognized Excellence in Government Bond Counsel

Our firm has offered continuous bond counsel to long-standing clients since 1958. Both the firm and our bond-approving attorneys are listed in the Bond Buyer’s Municipal Marketplace “Red Book.” We also rank in the top four Minnesota law firms for dollar volume of government-issued bonds. The lawyers in our municipal bond department are members of the National Association of Bond Lawyers and the Minnesota Institute of Public Finance.
