
Rachel G. Tierney
Rachel Tierney’s practice focuses on Municipal Law and Economic Development.
Rachel Tierney has over 20 years’ experience in all areas of municipal law as an Assistant City Attorney and Deputy City Attorney for the City of Saint Paul. Rachel began her career as a criminal prosecutor and transitioned into various areas including employment law, economic development, and municipal regulation and licensing. Rachel has significant experience in advising elected officials on open meeting law and data practices, drafting and reviewing ordinances, resolutions, and contracts and attending all types of city council, commission and staff meetings. She joined Kennedy & Graven as an associate attorney in 2022.
Rachel enjoys travel, reading, listening to podcasts, and spending time with her family. Rachel lives in Minneapolis with her husband and two children.
