Andrew Biggerstaff is a shareholder at Kennedy & Graven, Chartered, where his practice focuses on municipal law, real estate, project development, Tax Increment Financing (TIF), and utility matters. He partners with cities and developers to structure practical, business-minded solutions that balance growth, compliance, and community goals.

Andrew previously served as City Attorney for the Cities of Fridley, Tonka Bay, and Robbinsdale, and has advised dozens of other municipal clients throughout Minnesota. His work has included guiding cities through complex development projects, drafting and negotiating development agreements, and advising on governance, land use, and regulatory matters.

Andrew also served as in-house counsel at a publicly traded investor-owned utility. In that role, he provided counsel on large-scale renewable energy projects, sourcing and procurement, real estate transactions, data privacy and cybersecurity, general corporate law, and physical security. This experience gives him a unique perspective on how public and private entities can collaborate effectively to achieve shared objectives.

Drawing on his background in both public and corporate settings, Andrew approaches each matter with a focus on strategy, efficiency, and long-term outcomes. Clients value his ability to see issues from multiple angles and to translate complex legal frameworks into clear, actionable guidance.

Andrew enjoys being outdoors, playing hockey, mountain biking, and golfing. He is based in the Duluth area and serves clients throughout the state of Minnesota.
