
Siobhan L. Tolar
Siobhan is an associate at Kennedy & Graven practicing in the areas of Municipal Law and Economic Development.
Prior to joining Kennedy & Graven, Siobhan worked for the City of Saint Paul where she held multiple positions, most recently Senior Attorney in the Civil Division of the City Attorney’s Office. Siobhan has gained broad experience in local and state wage and hour laws, Gross Misdemeanor, Misdemeanor, and Petty Misdemeanor, criminal prosecution, human rights and discrimination laws, public procurement, Police-Civilian Review Board matters, federal grants compliance, Minnesota Government Data Practices issues, municipal finance, contract negotiation and contract drafting, and ordinance and resolution drafting.
In her free time, Siobhan enjoys reading, live music, traveling, exercising, listening to podcasts, and spending time with family and friends.
