Economic Development and Redevelopment Services
Our firm has a particular strength in the area of tax increment financing, having served as development or bond counsel in hundreds of public finance transactions involving bonds, notes, and related contracts. We assist in every aspect of the tax increment financing process, including creating the TIF financing district, structuring the deal (drafting the development plans and negotiating contracts), and serving as bond counsel for revenue or general obligation bonds.
Our firm also is involved in legislative matters affecting economic development. Our knowledgeable lawyers consult regularly with legislative leaders and key interest groups, serve on legislative committees, and advise on the drafting of bills. We have helped many clients obtain special legislation to address their unique needs or problems.
We handle the entire development and redevelopment process, including matters such as:
Land matters: acquisition, conveyancing, and leasing, including condemnation where necessary, and rezoning for commercial, residential, or industrial use
Environmental matters: remediation of polluted sites and brownfields development; addressing wetlands mitigation and other concerns raised in the Environmental Impact Statement (EIS)
Public improvements: negotiation and drafting of contracts; financing through special tax assessments or bonds; project bidding
As bond counsel and special counsel, we assist in all types of financing necessary to carry out development and redevelopment programs, including:
- Tax increment bonds
- Improvement bonds
- Industrial development revenue bonds
- Qualified 501(c)(3) bonds
- Loans
- Property tax abatements
